The Junior Staff Personnel Unit operates under the guidance of the Registrar and is responsible for managing all personnel matters related to junior staff within the institution. The key functions of this unit include:

  1. Advisory Role: Providing expert advice to the Registrar on all matters concerning junior staff personnel, ensuring informed decision-making.

  2. Supervision and Coordination: Overseeing the operations of the Junior Staff Personnel Department, ensuring efficient management and adherence to institutional policies.

  3. Vacancy Identification and Processing: Identifying approved vacancies, processing them accordingly, and shortlisting candidates for junior staff positions.

  4. Interview Arrangements: Making preliminary arrangements for interviews, including scheduling and coordination, to facilitate the selection process for junior staff.

  5. Appointment Procedures: Preparing and signing letters of appointment for junior staff after obtaining the necessary approvals.

  6. Performance Evaluation: Processing Annual Performance Evaluation Reports (APER) to facilitate the promotion exercises for junior staff.

  7. Policy Implementation: Assisting the Registrar in formulating, planning, interpreting, and implementing approved personnel policies, rules, regulations, and conditions of service pertaining to junior staff.

  8. Budget Preparation: Preparing annual estimates and personnel budgets for the Junior Staff Personnel Department to ensure proper financial planning and resource allocation.

  9. Committee Servicing: Providing support to the Junior Staff Appointments and Promotion Committee and implementing its decisions effectively.

  10. Correspondence Management: Handling various correspondences related to appointments, confirmations, transfers, deployments, interviews, and disciplinary actions concerning junior staff.

  11. Progress Reporting: Preparing annual progress reports detailing the activities and achievements of the Junior Staff Personnel Department.

  12. Staff Engagement: Addressing inquiries and concerns of personal interest to all junior staff, ensuring their issues are resolved promptly and effectively.

  13. Goal Setting and Coordination: Establishing achievable goals and objectives for the department, considering available resources, and coordinating subordinates to achieve these targets.
